New Battleground Polling Shows Seniors Strongly Oppose Medicare Advantage Cuts, Underscoring Broad Concern Over No UPCODE Act

WASHINGTON — Voters in key House battleground districts overwhelmingly oppose proposals that would reduce Medicare Advantage funding, according to new polling by Fabrizio Ward. Specifically, the survey found strong concern among battleground voters for the No UPCODE Act, with voters opposing the legislation by a 2 to 1 margin.

Additional new battleground polling from Global Strategy Group and Public Opinion Strategies shows equally strong bipartisan support for Medicare Advantage. More than 8 in 10 voters in House and Senate battlegrounds (84%) want Medicare Advantage funding maintained, and two-thirds oppose the No UPCODE Act after hearing arguments on both sides. Large majorities believe cuts would lead to higher premiums (87–89%) and reduced benefits (86–88%).

“Battleground voters see the No UPCODE Act for what it is — a cut to Medicare Advantage — and they know exactly what that means: higher costs and fewer benefits for seniors,” said Mary Beth Donahue, President & CEO of Better Medicare Alliance. “Seniors vote, and they plan to support candidates who will protect Medicare Advantage and oppose the No UPCODE Act.”

Fabrizio Ward poll results (Targeted Congressional Districts):

  • Oppose the $124 billion cut to Medicare Advantage — the estimated reduction resulting from the No UPCODE Act — by more than 2:1 (60%–23%), including 74% of enrolled seniors.
  • See clear electoral consequences: supporting Medicare Advantage cuts drives a 14-point net loss for a Republican candidate (from a 5-point deficit to a 19-point deficit), while opposing the cuts improves their standing.
  • Support preserving choice between Medicare Advantage and Traditional Medicare.

GSG/POS poll results (Senate & House battlegrounds):

  • 84% want Medicare Advantage funding maintained.
  • 73% say cutting Medicare Advantage is the same as cutting Medicare.
  • 66% oppose the No UPCODE Act after hearing arguments on both sides.
  • 57% of Senate voters and 55% of House voters would be less likely to re-elect their member of Congress if they supported the bill.
  • 87–89% believe cuts would raise premiums, and 86–88% believe cuts would reduce benefits.
  • 91% support Medicare Advantage overall, citing strong marks for preventive care and help affording prescriptions.

These results reflect broader concerns that the No UPCODE Act would hurt seniors and negatively impact their health coverage. Last week, more than 60 organizations representing providers, community groups, minority health advocates, aging services leaders, and employers issued a letter urging Congress to reject the No UPCODE Act and protect access to care coordination and in-home health assessments that millions of seniors rely on.

Meanwhile, a new independent analysis from Berkeley Research Group found the No UPCODE Act would sharply reduce Medicare Advantage benefits, increase seniors’ out-of-pocket costs by more than $2,600 per year, and result in nearly 6 million fewer enrollees by 2035 — with the steepest impacts in rural and Upper Plains states.

The takeaway for policymakers is clear: Seniors cannot afford cuts that reduce affordability, eliminate benefits, or weaken the preventive and coordinated care they count on in Medicare Advantage.

Methodology

The Fabrizio Ward survey was conducted October 23–27, 2025, among 1,000 registered voters in 28 targeted Congressional districts, with a margin of sampling error of ±3.1%.

The Global Strategy Group/Public Opinion Strategies poll was conducted September 15–22, 2025, among 801 likely 2026 Senate voters and 802 likely House voters in key battleground states.
