Better Medicare Alliance Releases 2025 State of Medicare Advantage Report
Report shows Medicare Advantage delivers affordability, access, and better outcomes for 35 million seniors
WASHINGTON — Medicare Advantage continues to grow as the affordable, high-quality health care choice for the majority of America’s Medicare-eligible seniors, according to the 2025 State of Medicare Advantage report released today by Better Medicare Alliance.
The report provides a comprehensive look at enrollment, affordability, benefits, and outcomes—showing broad access, high satisfaction, and meaningful savings that help seniors manage their care and stay healthier. Nearly 56% of Medicare beneficiaries—35.1 million people—now choose Medicare Advantage for its coordinated, holistic approach to care.
“This report shows that Medicare Advantage continues to deliver for seniors with lower out-of-pocket costs, more preventive care, and better health outcomes,” said Mary Beth Donahue, President and CEO of Better Medicare Alliance. “This is why more than half of Medicare beneficiaries choose Medicare Advantage and 95% are satisfied with their care. We encourage policymakers to build on this strong foundation with policies that protect what’s working and continue to put seniors first.”
Key Findings from the 2025 Report:
- Enrollment & Access: 1 million beneficiaries—nearly 56% of all Medicare-eligible individuals—are enrolled in Medicare Advantage. Access remains nearly universal, with 99.6% of beneficiaries able to choose from multiple plans.
- Affordability: Seniors in Medicare Advantage spend an average of $3,486 less annually on premiums and out-of-pocket costs compared to Fee-for-Service Medicare.
- Quality & Outcomes: Beneficiaries with chronic conditions such as diabetes and hypertension experience lower hospital and emergency department use, fewer preventable hospitalizations, and higher rates of preventive care.
- Satisfaction: 95% of Medicare Advantage beneficiaries report being satisfied with their quality of care.
- Supplemental Benefits: 99% of beneficiaries have access to comprehensive plans offering dental, vision, hearing, and wellness benefits not available in traditional Medicare.
With the Annual Enrollment Period (Oct. 15–Dec. 7) underway, the 2025 State of Medicare Advantage report shows the program offers predictable coverage, coordinated care, and supplemental benefits that help seniors access care more affordably than Fee-for-Service Medicare. Sustaining this progress will take partnership across Congress, CMS, providers, community groups, and plans to ensure stability, clear rules, and targeted reforms that strengthen affordability and access.
