Better Medicare Alliance Names Teal Baker as Chief Operating Officer

WASHINGTON – Better Medicare Alliance (BMA), the nation’s leading research and advocacy organization supporting Medicare Advantage for the more than 32 million beneficiaries it serves, today announced the appointment of Teal Baker as Chief Operating Officer (COO). Baker will collaborate across BMA’s policy, government affairs, communications, and operations teams to drive strategic alignment and operational excellence. Her priorities include optimizing organizational performance, stakeholder engagement, and cross-functional initiatives to support and enhance BMA’s educational and advocacy impact.

“Teal is a highly respected operational leader with an impressive track record of driving transformational growth through strategic execution and operational excellence,” said Mary Beth Donahue, president and CEO of the Better Medicare Alliance. “Her focused expertise scaling high-performance organizations, collaborating with partners and cultivating inclusive cultures is well-aligned with our mission to strengthen and protect Medicare Advantage for the more than 32 million seniors it serves.”

Baker brings more than 15 years of experience in senior operational roles for political campaigns and professional services firms. She most recently served as executive vice president and chief operating officer at Invariant, where she guided the firm’s rapid expansion to the 5th-largest government relations firm in the country. Previously, Baker held leadership positions on the Obama for America 2012 and 2008 presidential campaigns. Her earlier career included roles at a top lobbying firm and on Capitol Hill.

“I’m thrilled to join Better Medicare Alliance and contribute my passion for operational innovation in service of this vital mission,” said Baker. “Medicare Advantage has been a lifeline to millions of seniors and people with disabilities, providing access to quality, affordable healthcare, especially to those in underserved and rural communities. I look forward to partnering with BMA’s exceptional team and Allies to help modernize the program and ensure its stability for beneficiaries well into the future.”

Baker is the board chair of Girls on the Run–DC, a trustee of the Shenandoah National Park Trust, and a lifetime member of Leadership Greater Washington. She holds a bachelor’s degree in political science from Rhodes College.

BMA was pleased to work with Ann Castagnetti of AMC Search Solutions on this talent search.
