Vice President of Policy and Research

Job Description

Better Medicare Alliance (BMA) is a Washington, DC-based nonprofit advocacy and research organization that supports Medicare Advantage on behalf of a broad coalition of stakeholders and beneficiaries. Through research, education, and direct engagement, BMA advances policy solutions to strengthen Medicare Advantage.

BMA seeks a Vice President of Policy and Research to lead its policy development and research strategy while managing the department’s operations and staff. This senior leader will serve on the organization’s leadership team, working cross-functionally to shape and execute BMA’s policy agenda. The role includes overseeing legislative and regulatory analysis, directing research initiatives, managing consultants and team members, and engaging with federal policymakers, agencies, coalition partners, and other key stakeholders.

Responsibilities
  • Leadership and management
    • Partner with the President, COO, Government Affairs, and Communications to define the strategic direction of the Policy and Research team in regard to policy, research, and advocacy objectives and the investments necessary to achieve those objectives
    • Serve as a member of the Senior Leadership Team
    • Serve as a trusted, internal thought leader on policy matters including strategic decisions and their impact
    • Supervise and mentor Policy and Research team members
    • Provide guidance and support on complex cross-functional projects and workstreams
  • Policy development
    • Lead the development and implementation of policy initiatives at both the federal and state level that align with and advance BMA’s goals
    • Analyze current BMA policies, identify gaps, and build consensus to recommend actionable solutions
  • Policy Consultants
    • Manage all aspects of external policy consultants to ensure the advocacy goals of the organization are achieved
  • Research oversight
    • Determine which research projects for prioritization in coordination with other components of BMA
    • Collaborate with internal and external partners to design and execute research products for BMA, ally, and public dissemination
    • Direct and oversee research projects
  • Regulatory and legislative activities
    • Develop a working relationship with key leaders and policymakers, including but not limited to elected and appointed administrative and regulatory officials and staff, congressional staff, and other leaders in the federal and state executive and legislative branches, with a key focus on those with jurisdictional influence over Medicare Advantage
    • Monitor and analyze regulations and legislation impacting organization
    • Coordinate with external partners and BMA allies to build consensus and develop organizational positioning
    • Manage and draft primary advocacy tools, including organization responses to proposed rules, guidance, requests for information, and congressional hearings
  • Stakeholder engagement
    • Build and maintain relationships with government agencies and policymakers, BMA allies, partner organizations, and other key stakeholders
    • Represent BMA at conferences, meetings, and public forums, sharing the organization’s research, policy positions, and priorities
    • Develop and support BMA policy and research events such as forums, webinars, and roundtables
  • Strategic planning
    • Lead the strategic planning process, identifying emerging trends and opportunities in Medicare Advantage
    • Monitor and evaluate the impact of Medicare Advantage policies on beneficiaries and advocates for strengthened and improved policies
  • Communication
    • Lead presentations to BMA Board, allies, and other relevant stakeholders to build consensus
    • Lead cross-functional teams to prepare and present fact sheets, reports, policy briefs, issue briefs, and other research, policy, and advocacy products to diverse audiences, including senior leadership and policymakers
    • Review and ensure research and policy accuracy and consistency across organizational activities
    • Support organization’s rapid response, including reviewing and/or contributing to blog posts, policy and research alerts, and statements
    • Promote research and policy recommendations through various channels, including publications and socials
    • Deliver technical assistance to internal and external audiences, including BMA allies, policymakers, and the media
Qualifications
  • At least 10-15 years of progressive leadership experience in health care policy and research, with a focus on Medicare Advantage, in settings such as consulting firms, corporations, associations, or government (Capitol Hill/Administration).
  • Deep knowledge of Medicare Advantage and the broader health policy landscape, including legislative and regulatory processes at both the federal and state level.
  • Effective communicator with exceptional writing, public speaking, and presentation skills across internal and external audiences.
  • Demonstrated ability to represent an organization with authority and credibility in high-level meetings, public forums, and media engagements.
  • Skilled at building and maintaining trusted relationships with congressional offices, federal and state agencies, industry stakeholders, and coalition partners.
  • Strategic thinker with a collaborative leadership style and the ability to navigate complex, high-impact situations with sound judgment and adaptability.
  • Ability to manage multiple priorities and deliver results in a fast-paced, mission-driven environment.
  • Strong organizational skills and attention to detail, with a commitment to high-quality work and continuous improvement.
  • Proven leadership in managing teams and projects; demonstrated success developing policy agendas and research initiatives; and strong skills in building consensus and communicating complex policy to diverse audiences

BMA works in person at our downtown D.C. office on Tuesdays and Wednesdays. We work from home Monday, Thursday, and Friday.

Salary Range: $150,000-$250,000
